锁卡了，可以换账号和付款资料再试，不过估计也没用，这玩意对 ip 非常严格，建议你放弃。

@ZZY19890604 这张卡现在是肯定没办法兑换到你的账户了，要么去线下购买的地方，要么填这张表 https://support.google.com/googleplay/answer/9281737 ，让 Google 重新激活这张卡，换家宽 ip 再试吧。
