黑五，用 paypal 买服务器付款不成功，有大佬能指导下吗。。

有一段时间没有用过 paypal 了，时逢黑五，打算买了个 vps，商家发来账单，我登录到 paypal 付款，但是使用 paypal 结算的时候却死活也过不了；
账户里本来是绑定有一张招行的借记卡的（全币卡信用卡还在申请中），但是要支付的时候却是让我重新绑定卡，绑定需要银联短信验证，输入短信验证吗，界面不动，也没有提示，原本以为是某个脚本被 qiang 了，搭梯子后还是不行；
上网搜了下发现知乎上也有人遇到类似的问题，是这段时间有外汇管制吗？还是 paypal 本身的问题，求解

大概是商家不支持这家银行，我记得好像以前在 name.com 还是哪里买东西支持 PayPal 但是我的卡付款不成功。

有些商家限定 PayPal 支付区域，但是如果是这样的情况支付页面会提示。
还有就是 信用卡 比借记卡好使。。。
换张信用卡试试。
应该是
全币信用卡 -> 银联信用卡 -> 借记卡

打电话问 pp 客服。IP 地址变动会导致 pp 帐号的有些功能被禁用，比如绑卡。。。

区域问题吧。有的不支持大陆注册的 paypal。比如套路云。
