我碰到了和这个人一模一样的故障，在 win 系统存在时全新安装 20.04.4 出现了卡死在 updates and other software 这一步。
后来安装了 20.04.3 ，就什么问题都没有了。

Hi! I was having the exact same error when installing Ubuntu 20.04.4 LTS with alike settings (desktop PC, dual boot, two separate hard disks...), looked for answers everywhere and tried many methods you listed above. Nothing worked.
But then I installed Ubuntu 20.04.3 LTS and everything came back to normal.
So I believe there is a bug inside Ubuntu 20.04.4 LTS, but I really don't know which one of the settings caused the problem to occur. So just switch to Ubuntu 20.04.3 LTS then upgrade.
