这已经属于行业术语了，不是很多人望文生义的不让你上网或者干啥的意思。如 #26 所说应该最早是运营商和少数头部互联网公司开始这么叫的。在我印象中重保都是晚了几年出现的说法，重保的范围比封网还要更广一些，包括了 IT 系统以外的人员、物资、组织、流程协调之类的内容。
大致就是划定一个时间范围 ，期间禁止主动进行任何{基础设施, 系统, 应用, 配置}变更，只能故障抢修。其实就是保证线上业务在这段时间稳定不变，减少出问题的概率，因为绝大部分问题都是变更造成的。也可以理解为“能跑就不要动”的高级版本。
除了配合外部的重大活动比如楼主举例的全运会一类（社会影响大），还有节假日（社会影响+自身值守人员少应急处理故障能力下降）以及企业自己的重要业务节点（比如电商大促，避免自己活动翻车）都有可能会封网，当然范围也会各不相同。

我说个难听的，日本人公司职场环境怎么样我不知道，但以 OP 所说的“受不了 996 和职场 PUA 环境所以想润”的状态，我觉得日本的生活环境可能会给你不亚于国内职场的压力；不是说有人怎么样你，而是反过来，各种事物教条与官僚的同时没有任何人能和你有正经交流，除非你是 a) 社交恐怖分子且语言没问题 b) 自己一个人就能玩得很开心或者带家人一起且你家人也能接受这种氛围

我觉得你更靠谱的做法是找个降薪 20%以内不用 996 的国内工作，我懂那种每天忙得不可开交的焦虑感觉，睡觉都睡不踏实，然后换了个有稳定双休不怎么加班的工作瞬间就治好了

你的需求到底是桥接还是光猫 root, 如果只是桥接让他换新设备你还是可以桥接，他现场不给你改也可以打电话去直接和运营商协商，有没有什么禁止配桥接的说法；如果你的需求是一定要光猫 root 所以保留旧设备那我就不知道是为啥了（
